To meet its goal of seven million charging stations installed by 2030, the State imposes several pre-equipment and equipment obligations on businesses. What exactly does the law provide? Charging station: what are the obligations for businesses?
The regulatory requirements for pre-equipment and equipment for businesses are provided for in the Construction and Housing Code. There are three:
- Pre-cabling
Since 2012 for new and renovated buildings, and 2015 for existing buildings, an obligation to pre-equip car parks has been imposed on businesses. It consists in taking the necessary measures (power and safety devices, pipes for the passage of electrical cables, etc.) to facilitate the subsequent deployment of a charging station for electric vehicles in business.
The pre-equipment condition concerns part of the company's car park and depends on several elements, in particular the number of parking spaces and the date of filing of the building permit.
- The installation of charging stations
An obligation to equip some of the spaces in your car park company with a charging station for an electric vehicle concerns new buildings:
- The sizing of the electrical installation
This obligation applies to new buildings and requires that the electrical power supply be sized in such a way as to be able to supply charging stations with a minimum power of 22 kW. In detail, the law specifies that car parks must be powered by “a specialized electrical circuit to allow the charging of electric vehicles or plug-in hybrids” . **
For businesses whose building permit was filed after March 11, 2021, the electricity supplying the charging stations must:
- come from a general low-voltage panel (TGBT) inside the building or from a public electricity network structure on the building's right-of-way;
- be able to supply at least 20% of the parking spaces. ***

What assistance is available for the installation of charging stations in companies?
To facilitate the installation of charging stations, the State offers businesses an advantageous financial bonus: the Advenir program. The amount of assistance varies according to the type of parking:
- Private parking for employees and the company's fleet only The aid amounts to 30% of the cost of buying and installing the charging station in 2021, then 20% in 2022 and 2023. Its amount is capped at €960 excluding VAT per terminal.
- Private parking accessible to the public The aid amounts to 60% of the cost of buying and installing the charging station in 2021, then 20% in 2022 and 2023. The ceiling varies from €2,100 to €9,000 depending on the power of the terminal installed in 2021, and will increase to €1,860 for 2022 and 2023 (all power combined).
To be able to claim this bonus, the charging station must have a power of less than or equal to 22 kW, labeled Advenir and installed by an IRVE certified professional.
Good to know : the amount of the Advenir premium is calculated on the estimate excluding VAT and covers the supply and installation of the charging station only. Other services such as the maintenance contract are not taken into account.
